Во-первых, пытаюсь запустить xen на qemu от aarch64. (на основе этой ссылки: Xen ARM с расширениями виртуализации / qemu-system-aarch64 < / а>)
Я иду по их стопам:

- cd qemu
- ./configure --target-list = aarch64-softmmu

LINUX

- cd linux;
- сделать ARCH = arm64 defconfig
- сделать ARCH = arm64
И загруженный файл (xenial-server-cloudimg-arm64-uefi1.img), я не уверен, но он состоит из оконного менеджера ubuntu и корневой файловой системы.
